I do not believe that we have a culture of honesty due to the social persecution, punishment, and even death people face whenever they are honest. Starting from childhood, we were taught to be honest but were reprimanded by those same people, so how are we able to master honest etiquette as adults without fear? First, it starts with being honest with yourself.
